Dr. Neşet Hikmet is heavily involved in research and health sector related activities. During 2005 to 2008, he served as the founding member and the director of the Center for Research in Healthcare Systems and Policies (CRHSP) at the University of South Florida, funded by Health Resources Service Administration (Grant No. D1DHP04118-01-00). The center conducted operations research to identify and investigate key strategic issues affecting health care delivery systems. During 2006–2007, he served as a member of the workgroup that provided recommendations regarding privacy and security practices affecting interoperable health information exchange to the Florida Governor's Health Information Infrastructure, Privacy and Security Project. During his tenure in Turkey, 2010-2012, Dr. Hikmet chaired the work group on the future of Health Facilities in Turkey and is one of the authors of Republic of Turkey’s 2013-2023 Heath Transformation Action Plan.

Dr. Hikmet has led numerous distributed data collection and management projects such as: PAF Visitor: Web-based application for home visitors to collect and track parent pregnancy and child data of patients enrolled in the South Carolina Pregnancy Assistance Fund (PAF), administered by SC Dept. of Health and Human Services, funded by the Affordable Care Act, Office of Adolescent Health, MIECHV Home Visitor: Web-based application for nursing home visitors to collect and track parent and child data collected at the home of patients enrolled in the U.S. Health Resources and Services Administration (HRSA) Maternal, Infant, and Early Childhood Home Visiting Program (MIECHV). He has led and participated in grant-funded health informatics research in a wide range of contexts specifically focusing on data management and analytics and currently teaching the graduate courses “Health IT Database Systems” and “Large Scale Health IT Systems.”

Dr. Hikmet was the recipient of the IBM Shared University Research Award for establishing a “Center for Business Analytics and Performance Management” followed by the IBM Academic Initiative Award for launching a “Research Lab for Health-e Analytics with SPSS Modeler.” He has served as PI, co-PI, or co-Investigator in prior research activities, including two current projects where several large CMS datasets are investigated. His recent demonstration project Health Services Utilization Dashboard leverages Health Sciences South Carolina (HSSC) 2.7 million patient based clinical data set which provides insightful information. Dr. Hikmet has over 80 peer-reviewed scientific papers published in leading scientific journals including European Journal of Information Systems, International journal of medical informatics, Information Systems Management, Communications of the ACM, Journal of Medical Systems and his work has been cited more than 1,400 times.
